Pffftt ... call yourself an Advanced Member! ;-P
Go to My Controls, then Edit Avatar Settings. You can then enter a web address for whatever image you want to use.
I should get around to creating an avatar for myself.

You can link to images on different servers, though if you do not personally own the domain then it's usually best to have permission from the site owner first.
Usually your ISP will give you a few MB of personal webspace, so you might want to look in to that, otherwise you could try a free account like geocities (http://www.geocities.com) or something.

Having found a picture on the web, just use the <img> </img> tags (but use the square brackets instead of the '<' and '>') to surround the URL (web address), and put that into your message. Clicking the silver IMG button before and after the URL (be sure there are neither leading nor trailing spaces) will also work. I do not know about other browsers, but Opera allows right-clicking on an image and copying the image's address. the first thing I could find was anapan's avatar:

This little guy is Fireball, I think his episode is "The Human Faced Rock", but would not bet on it. Anyway right click on it, and copy the address. then just respond to this message, and paste the address between the tags. be sure to use the '/' in the closing tag. One of these days, I gotta get me my own avatar. :D

Try browsing to the image on it's own, the site claims the file is 'private':
