I don't think he ever was upgraded in the anime renditions of TGROE. Tenma did those alterations in the manga and Tenma more or less vanished in the 1980s anime and was an 'enemy' in the 2003 version. In the 2003 version he DID want to give him a new body that probably DID have the one million horse...

I honestly don't think Baum put much thought into the Tin Man being anything but a Tin Man so I guess it is debatable if he counts as a robot.

In the 2003 version he doesn't have the upgrade to one million horse power at least. Maybe it's more of a tough call between the 2003 version and the 1980s version for which one is the 'weakest'.

They probably left him out because he's too humanoid. If you look at all of these they all are very hexagonal and have a traditional robotic frame. If Atom was put in there he would probably stand out.
