Maybe i get it wrong but the page Tezuka just explains some of his `drawing` habbit/mistakes` like why sometimes Astro has 4 fingers and the next he has 5, another thing was if Astro turns his face sideway ( if he looks at the right or left and your looking straight at him ) ...
