This episode uses plot elements from B&W #105, General Atom (96, General Astro), in which atom loses his biographical memory, and becomes the heroic leader to a group of resistance fighters. Memory is not just of one type, but there are several elements to human memory. Biographical memory is what makes us who we are. Loss of it, is called Amnesia. Other types include working (Short-term) memory , which deals with our current activities. Here, only Biographical is lost, though.

So, this military satellite's orbit is decaying, & it will soon crash. The military guy above calmly states that while its usefulness had long ago ended, and it contained dangerous equipment, it would have cost too much to have brought it down safely, so they left it in orbit.
