It took me a while to identify the other actor. He is メフィスト / Mefisuto / Mephisto (of Princess Knight). He portrays バート / Bāto / Bart

There are some aspects of this story I have not been able to figure out. I hate the dubbed version, so I would rather take hours to translate the Japanese subtitles than 20 minutes to watch the dub. Anyway, it seems that Gazette & Bart intend to steal something from the plant, and are posing as guys whose spaceship has engine trouble etc., & desiring help.

While Billy is giving them the grand tour of the place, Mason (Gazette) fakes illness, intending to send Billy away to fetch medicine, giving the villains freedom to act.
