Huh, must not have seen that rule...

A few hints:

1. It's in the US.
2. It's near the ocean.
3. It has a major submarine base.
4. It's on the east coast.

5. I live there (not on the base, but in that city).

You are right, there was no such rule in Ataru's first post in this thread. But that's usually how we do it in the Photoshop and Caption games.
