I would seriously doubt that's Tenma. Maybe it's someone Astro meets during the movie, or...or...man, he looks like Tas Tamil from the NOW! Comics series.

Check out this close-up picture of the Comic-Con bag. We can see Elefun and Tenma better here, yet Tenma appears almost Elefun's height and a little pudgy.

As I said, I believe it's just concept art. Astro's eyes look totally different as well in the CGI images.
