Assuming the Bem in the '63 series was the same one as in the manga, I'm pretty sure this is the same Bem. Although I couldn't understand the dialogue in the short film, and there are differences between this version of the story and the manga's version of the story, other evidence suggests Bem in this version is the same type of robot and in a similar situation.

I've got some more! They're a little blurry since they're from another one of the short films (The Secret of Atom's Birth, this time) and, as far as I know, there's not really an 'official' way to get the full version of any of them.
Anyway, I just HAD to get these on here. I was melting.
