I think the resemblance to Cobalt is accidental; his spikes should be taller, his face should be just a bit goofy.

Well, in comprison to Astro's toy in the AstroBoyWorld capsule series...
Also in the series...
(I think there's one Ochanomizu, one Uran, four Astros, one Shunsaku, one Cobalt, and one of Mother & Father Robot.)
