yes there is it is called speech recignation software, but it hase a hard time with a video sound track and music because of the background sound, the computer is not able to discriminate between the spoken words and the other sounds like human brean can

From the quality of the subtitles. I get the feeling this is coming off of a Chinese bootleg but it's better than nothing
