Eh. If Tobio was a girl, Tenma would have just made a girl robot in her image, not a boy robot. After all, he wanted Atom to be everything like Tobio.
Then again, sons are generally more preferred over daughters in Japan, likely because the sons are able to carry on the family name. I can guess that might've been the reason why Tenma put emphasis "My ONLY son" in the Japanese original. But who knows, if Tobio were a girl, he may or may not have built a robot in 'her' image.
