In the '03 series, O'Shay didn't stand by Tenma when he was building Astro's body. In fact, he was only appointed minister after Tenma went insane and resigned from his job. Don't ask me how or why their rivalry started, but robot rights might be one of them.
The only AstroBoy related story (that I know of) where Tenma and O'Shay are good friends is the 09 film, where they somehow ended up being colleagues. That, and one of them looks like a dwarf and the other a walking skeleton with feathers
