I almost thought she was Blossom (from the Powerpuff Girls) at first, but I don't think that's right...

It's Roll, Capcom's Megaman younger sister (analog to Uran in all ways, as Megaman is to Astro). Sure she looks like the anime version of Blossom, but she isn't (I prefer the original Powerpuff Girls, to be honest).

I drew this a little while ago... I think last year because they fit so well.
Edit: Wow this scan is terrible, I need to re-scan this with my new scanner so it's not so pale. LOL.
