Well, here are a few (biased) hypothesis:
- They planned a new "greatest" episodes set, and wanted to put the second episode in this one to push people to buy it too.
- They chose random episodes.
- They actually watched some, but didn't realize there was a second part for this one.
- They are Astroboy-ignorant
- Astro is going to teach them a lesson :d evil:

number 1 and 2 there seem logical.number 3 is highly unlikely,due to the fact it has part 1 in its name.and number 4,well...that sorta lgoical >.<

My guess is it's a marketing decision. People have to buy the boxset to see part 2.
