I say we start using in Youtube Poops and image edits in popular meme places and see where it goes from there

My favourite meme's are the Art Student Owl because that is literally my whole life in a nutshell, and UBOOAAAAAAAAAA because I have no need for sleep.

I think that's mainly down to Tumblr, as that meme is pretty popular over there, a lot of newer meme's seem to have started life over there.

Memes are more than just having something randomly pop up, as Hyoutan-Tsugi often does. Often memes have a little bit more of a meaning behind them. Sometimes these meanings are pretty obvious, such as a catchphrase that was originally used by a kid who got trolled, and sometimes you have to look deeper.

Ultimately, all memes need a good history behind them.

I just really doubt Hyoutan-Tsugi would work. And trying to force something to become a meme can easily backfire. Heck, Hyoutan-Tsugi really isn't all that popular in the English-speaking Tezuka fandom anyway.

Memes don't become memes just because they're forced.

Makes sense. it's painful watching someone force a meme. It never works. Hence why I've yet to actually do much with little hyo. Haven't thought of much to put it to that doesn't feel like I'm forcing it.
