in what is certainly influenced by American culture, this is an entirely new version of Mighty Atom. I have no doubt that more than a few differences between this and the previous versions are largely to satisfy such demands. More on this later.
In these 1st few frames I chose, Atom's consciousness is depicted as awakening.
These next two, seem to be influenced by Frankenstein movies; arcing electric current & the noise that goes with it:

Yet, the 科学省 (Ministry of science) even with all its resources, cannot supply enough electrical エネルギー (energy) to activate one child-like robot!
So, the order goes to the central energy hub, to divert power from other parts of the city to the MOS:

Elsewhere, 天馬博士 (Dr. Tenma; literally means "heavenly horse") observes the activity at the MOS. Tenma, who built the child-like robot, thinks that Ochanomizu is in over his head.
This seems too far out to have come from the mind of anyone at 手塚プロダクション (Tezuka Productions)! Such an old man, as お茶の水博士 (Doctor Ochanomizu) manhandling this massive electrical cable. I could be wrong, But I do have just about everything in the 鉄腕アトム (Mighty Atom) corpus, to give me precedents.

This made it easy for both Japanese & English version to derive his name. In the 1963 animated version, ハム・エッグ (Hamegg) gives him the name 'Atom'. It took me a while to recall Hamegg's ELV name. 'Cacciatore.'

Poor Dr. O, he had just been chewed out by the guy from the energy hub. It seems that the diversion of energy had some consequences.

As though he had not been burdened with the energy guy's complaint, here comes タワシ警部 [also written '田鷲警部 '] (Police Inspector Tawashi), who seems to also have somewhat of a complaint about the electrical incident of the past night (forgot to mention the blackouts in parts of the city ).
In explaining tho blackouts, Dr. Ochanomizu mentions that a 心 ('kokoro' thinking, but much more, also) ロボット (robot) was made last night. Tawashi is no fan of robots, and expects nothing good will result.
So, nose to nose, the two argue. Oops! What was that?
