With that cap on, and the way the eyes are drawn, he reminds me of Betty Boop. I wonder if Tezuka got the idea for large eyes in Manga from Betty? (same number of eyelashes, but Betty has some on the lower lid as well.)

I hear he got the idea for big eyes from Disney but I believe he watched a lot of Fliecher too. 60s Astro Boy always had a big Fliecher feel to me
