This アトラス / Atorasu / Atlas has nothing to do with previous series' Atlas. Though he bears a resemblance to the original version, the similarity is purely physical. But Atlas will not even appear until later.
Here, a bereaved father is pounding on Tenma's door. He wants Dr. Tenma to build a robot in the likeness of his dead son, just as Tenma had for his own dead son.
徳川 ('Virtue' & 'river' respectively) Tokugawa is the CEO of a corporation he had built from the ground up. He want a son for purely selfish reasons; to have him inherit the business.

The three-legged race acts as a cue to Atom's false memories of a similar event in Tobio's life.

So, Dr. Tenma had an assistant take Tobio to the event, as the Doctor was either too busy, or just preferred work over family.

It was assumed that Atom's memory of life before Ochanomizu has revived him had been lost or perhaps deliberately deleted. But he now experiences Tobio's sadness at the absence of his father.

Dr. Tenma has accepted the job of building a new 徳川ダイチ / Tokugawa Daichi.
Upon viewing the corpse's memories (where else would he find them?) Tenma realizes that both he & Tokugawa had neglected their sons.

All the bitterness at being neglected has been incorporated into the newly built robotic Daichi; and Tenma, for whatever reason, has given him an alter ego.

Being confused by such memories, Atom asks Ochanomizu about トビオ / Tobio. Ochanomizu artfully changes the subject, hoping Atom will forget it.
Daichi had been the leader of a gang of punks, and robot Daichi comes to reclaim the title. But as robots are not on the same status as humans, his gang are not welcoming him.

ランプ / Ranpu / Lamp (full name アセチレン・ランプ / Asechiren ranpu / Acetylene lamp; though in this series, likely just 'Lamp') had been involved in fomenting human distrust of robots since appearing in the 1980s series, is here demanding an end to robots.
