I know I'm missing something but it seems that the gesture of pulling down your lower eyelid while sticking out your tongue must have a special meaning for the Japanese that escapes Americans. Also who is this duck character Pukko? Whenever I see him I think of Groucho Marx (did Tezuka base him on Groucho?). BTW that last image of Mustachio on the train came from an episode of a Blackjack anime didn't it?

He just reminds me of Groucho, maybe it's a duck with hair. In the 50's Groucho was an MC on a TV game show called 'you bet your life'. There was this duck puppet wearing glasses and smoking a cigar that would drop from the ceiling on a string whenever a contestant said 'the secret word' with a $100 bill in HIS bill. The reason Groucho was characterized as a duck was due to the "why a duck" routine from the movie 'coconuts'.
BTW I only saw that TV show in re-runs years later on cable.

It does mean something in Japanese culture, there had been a link some time ago on non-verbal language in Japan. However I am not sure what it meant exactly, just that it is not respectful.
The real sign that someone has become a fanatic is that he completely loses his sense of humor about some important facet of his life. When humor goes, it means he's lost his perspective.

The gesture is also called akanbe, the earliest known use of the term was apparently in Katai Tayama's story, Rural Teacher (田舎教師 .
