Different hair: Astro and Tobio
In the 2003 version, I think Tobio has brown hair because the people making it were going off of the 1980s coloring. In that version sometimes Tobio looks like he has brown hair. As for the 1980's version, I don't know. They probably colored his hair brown to add some difference since they couldn't follow the coloring scheme of the original show.

) (started Jan 1, 2012)Also the only time its shown Tobio with black hair (anime wise) was in the 60's series. Being in black and white, you don't know if he has brown hair or not. 
Maybe they didn't have any brown metals? 
Or maybe because the black hair just looks awesome on Astro.
