Skunk's career in pictures
Actually there was an episode in which Atom had to work with a criminal. It was Tezuka's version of Fredric Brown's 'Arena.' You might be familiar with the original Star Trek, if so, refer to its version, "The Arena." However, it seems that Tezuka had not only read 'Arena,' but seen "Fun & Games," as well. So, like F&G, 2 characters suddenly meet, but unlike F&G, they are on opposite sides of the law. In both, the characters are teleported to a place where they stand before their judge or judges, who then send them to the arena; where they are to kill their opponents. Thus, Atom must now be a team mate of the man he was trying to catch.

Skunk, as he appeared in W3 anime #11 The Duel in the North Valley
Not very impressive, being defeated by a kid.
Man, he looks a lot different in this show, especially when he's got that kid in an armlock. I assume it just depends on the style of whoever was animating him at the time...
