The villains:
In the glasses, Skunk; white hair, Dr. Sparta; I could not be sure of the other's names.
As in other versions, Ochanomizu (bearded & in lab coat) creates the robot Franken:
Why? I cannot even guess.
This device that the Evil Sparta-Hakase is putting into Franken will complete him, & make him obedient to Sparta.
From left, Shibugaki, , & I am assuming Kenichi.
It seems that rather than having some concrete plan, Sparta merely does the 1st bad thing that comes to mind. I think I would say otherwise, if I understood Japanese.
Tawashi, in uniform; & a young lady, I am merely guessing that this is her name character/actress:

Tama otto: Nakagawa Mitsuo
Anyway, I will call her Penelope Pitstop, because despite the difference in hair color, there is a resemblance.
Oops, excuse me. AAAAAAAAAAAhhhh!
Before Maxwell Smart was seen entering Control HQ through a phone booth, villains were using one to enter Sparta's hideout. Yet, before that, the film MURDER IN THE AIR (1940) had such an entrance, though this one was in a wall, rather than an elevator floor. BTW, years later, U3 (Johnny Sokko) & his adult team members of Unicorn, were accessing its HQ using what appeared to be the very same phone booth.
Oh no! the villains, have cornered Penelope Pitstop. Yet, the HOODED CLAW is no where in sight.

Foiled again, the bad guys return to their hideout.
I think Atom wears a tracking device on his wrist.
"Some days, ya just can't get rid of a bomb." Actually, that line is from the Adam West BATMAN movie. Anyway, one of the henchmen tossed it in through the window.
The object of the villains' attack in this segment.
"I wish I had not made him."
Oh, BTW, Franken is portrayed by a wrestler named Rashōmon. From the cast listing:

03, FRANKEN: YELLOW HORSE
It seems that the good guys have found the entrance to Sparta's hideout; though they do not know how to open it.
I think CALTEX is the Japanese version of TEXACO; though I do not know if TEXACO is even still in business.
Somebody has been playing cowboy.
Pitstop had borrowed the fruit vendor's motorcycle, & followed the villains. But the vendor called the cops on her, not realizing her purpose.
The guy in plaid (who portrayed Ampere in the 2nd arc) is summoning Franken with those gestures.

Having received syringes of YELLOW HORSE, the henchmen go out to contaminate milk bottles that had just been delivered:
For the younger members, there was a time when milk delivery was common.
I guess this is SHONEN magazine.
For those unfamiliar with the YELLOW HORSE story, in the original & animated versions those who injected themselves with the drug danced wildly. Here, they think they ARE horses. BTW, here is a link to my thread on the animated version of YELLOW HORSE

The ransom is the chest & its contents; delivered to a location in the cemetary.
I know next to nothing about Japanese burial customs, but guys wearing ninja-type costumes is new to me.

There are numerous occurances of face slapping in the 1963 animated series, though most were cut from the ELV.
It is difficult to tell who is being tackled here. irate:
